Trusted Echo Principal to Brief Capitol Hill Leadership on Strategic Signal Stability and FY26 NDAA Implementation

The briefings will focus on operationalizing the fiscal year 2026 National Defense Authorization Act (NDAA) through the establishment of a permanent Center for Information Maneuvers, or CIM.

As the Department of Defense moves into the implementation phase of the FY26 NDAA, a critical stability gap has emerged between the structural professionalization of the Marine Corps’ 17XX information maneuver field and the process stability of the national deterrent signal. Trusted Echo’s proposal for the CIM—a narrative foundry designed to eliminate process variance in the information domain—addresses mandates within Title XVIII (Portfolio-Based Management) and Section 1505 (Cyber Force Employment).

The CIM framework applies the same industrial process rigor to narrative stability that Knowles has previously architected for the Air Force Rapid Sustainment Office, the defense industrial base, and heavy-metal coalitions, including the Aircraft Carrier Industrial Base Coalition and the Oshkosh Defense JLTV recompete.

The April 16 briefings will introduce the strategic variance map, a technical tool designed to track narrative drift and operationalize portfolio-based acquisition rollouts. By transitioning the national narrative into a managed capability portfolio, the CIM aims to ensure a long-term, managed advantage in the information environment that survives administration cycles.
